Thalheimer & Palumbo P.C Education Law Specialists Practicing in Pennsylvania, New Jersey and Delaware About Our Practice The Law Offices of Thalheimer and Palumbo, P.C specializes in legal counsel and representation to disabled students and their parents in educational matters. We practice in Pennsylvania, New Jersey and Delaware. We are among the most experienced education attorneys in the tri-state area. School law, in particular special education law, has been our focus since 1995. We have helped hundreds of students from preschool age upward to obtain the individualized educational program (IEP) and services they need to be successful in school and in life. At any time, our clients include a wide range of exceptional young people who range from being mildly delayed in acquiring specific skills such as in reading or math, perhaps due to a specific learning disability such as dyslexia, to multiply disabled students who require highly specialized instruction and assistive technology in order to learn. We also represent children in matters involving school residency disputes and school discipline matters such as expulsion hearings, particularly in cases where the student is receiving, or should be receiving special attention in school pursuant to either the IDEA or Section 504 of the Rehabilitation Act of 1973. We also prepare Special Needs Trusts (sometimes called Supplemental Needs Trusts) for parents and guardians seeking to set aside funds to benefit disabled children while at the same time maximizing the child's eligibility for public benefits. We are experienced in explaining the complex and changing field of special education and civil rights law to our clients, and in representing the needs of exceptional children at all phases of the special education process. Some parents hire us to help establish the eligibility of their son or daughter for an IEP under the Individuals with Disabilities Education Act ("IDEA") or for accommodations or a service plan at school pursuant to Section 504 of the Rehabilitation Act of 1973. Often parents retain us to help compel a school district to provide more appropriate programming and related services to their child or to address the failure of a school district to properly implement their child's IEP. We are also often retained by parents seeking to have a public school district change their child's school or educational placement.
