Every time I visit my daughter in Montgomery, I make this one of my stops. The staff are friendly, the store is kept clean. The store is located in a small mall.

Don't know where the "over price" thing is coming from. Unless you're a crazy hardcore bargain hunter who won't pay more than $2 for a shirt, Goodwill is great!
Like with The Strand bookstore in NYC, things are brought in and priced by an employee. Sometimes an item is marked more than it's worth, but those instance are really very rare. Things are price at deal rates, some of them are even amazing steals.
Personally, at Vails Gate's Goodwill, I've picked up:
A wonderful handmade vintage dress for $9.
A tunic shirt of the same quality as the NY Renaissance for $5 (try getting one at Faire for that! You'll be paying $50-80 for a similar shirt there)
A European company's handbag for $14 (regular retail is 35 Euro's (about $45 USD))
Any number of belts for $2 - 5
A children's book with educational building blocks for $3 (regular price $12)
Dress pants for $8
Blouses for $4-8
A really nice black dress that could be worn to a prom or a fancy event for $14
And more
And they have days where they have sales on certain sticker/tag colors too. I've never paid much heed to it, but if you are crazy about the extra bargin shopping thing, it's there
Yeah, sure, you can buy dress pants for $3 or $4 or ebay (before shipping, which averages $4), but then you run the risk of it not looking nice on you and then you are left having to deal with returning it, if the buyer even accepts returns And often you have to pay for return shipment, which isn't worth it on a $4 purchase.
Are there times when you'll walk into Goodwill and find nothing? Yeah. But I bet most people do that at general retailers too. And unless you're fishing around the 75-90% off racks, chances are you aren't going to match the prices found at Goodwill. And they certainly won't have their massive selection.
And it's not that unorganized. Like every Goodwill I've ever been in, things aren't organized by size. It's by color. And it's done that way because so many people go through the store that it would be a real hassle to organize every item by size (and let's face it, people rarely put things back where they've gotten it. Color organization helps fix those problems). So instead, pick a color you like and go through the section. It doesn't take long.
You'd be surprised at what you can find!

This goodwill store is unorganized, not clean, and way overpriced. I spent a long time looking, trying to find something for a price worth paying. Most of the vintage items were priced way above e-bay prices. I even saw dollar store items marked for $2.00. I like the idea of supporting a good cause, but it is not worth the trip if you are looking for a good or even fair price.
