Mr King has failed to give his students the time that is needed to complete the program and the necessary hours to be able to take the NYS test to become a barber. Mr King is taking the students money and graduating the students before their time! He is committing fraud by not following the NYS regulations and by graduating the students ahead of time. He doesn't have to refund their tuition he owes them. This is definitely theft of services to the state as well as the students.
